When I refill the windscreen washer tank ( the washer alert is on in the dash display) the waterjustflows out underneath the engine. Does that mean I will have to replace the tank? Or pipes? Or is the tank full but the pump / fuse is not working . ?

You probably have a split hose under the unit pull it out and take a look
