My Temp gauge I'd flickering between Cold and Normal( doesn't go any higher) is this a Coolant sensor issue or thermostat. I have checked for leaks and found none although the radiator water looks dirty not oily. Car was serviced and had rocker cover gasket changed.

I would be pretty sure that it is a poor connection on the temperature sensor.
